Valency :- The total number of electrons gained or lose by an atom to acquire nearest Noble gas electronic configuration or to complete it's octate.

Valence electron:- The total number of electron present in valence (outermost) shell of an element.

Example:- In case of Oxygen (O) it has 6 electrons in its outermost shell. It only needs 2 more electron to complete its octate. So valency of Oxygen is 2 whereas valence electron in Oxygen is 6.

Valence electron: In chemistry, valence electron is an outer shell electron that it is assosiated with an atom, and that can participate in the form of a chemical bond if the outer shell is not closed; in a single covalent bond, both atoms in the bond contribute one valence electron in order to form a shared pare.
