1.The majority is not given equal protection. If in certain area, hindu population is minority and attack is targeted against them or where the minorities themselves start organized attacks and riots, this law won't help to Hindus. Such is the viciousness of the draft bill.Crimes committed by the minorities will be prosecuted by the regular criminal procedure.

2.Section 18 makes anything said or expressed against the minorities may be taken up as offence under this Act. So, the minorities can say anything against the majority community??

3.It tilts the scales in favour of a specific community at the cost of the majority and violates the basic tenet of equality before the law.

For example, in pre-partition India, Hindus comprised 70 percent of the population making them numerically a majority. Yet this perceived advantage did not protect them from becoming the victims of what is arguably the worst communal fracas in the history of the subcontinent -- the massacre at Noakhali in 1946: over 5,000 Hindus were butchered, hundreds of women were raped and thousands more were forcibly converted to Islam.

The high degree of cohesion in one community against another is built around tension and polarisation. The targets of attack are the members of the 'enemy' community. Generally, there is no leadership in communal riots which could effectively control and contain the riot situation.
