Absolutist => Literally , a goverment or system of rule that has no restraints on the power exercised . in history , the term refers to a form of monarchical government that was centralised, militarised and repressive. Utopian=> a vision of a society that is so ideal that it is unlikely to actually exist.

Absolutist – A government or system of rule that exercises unlimited supreme power without any restrictions. These absolutist regimes usually tend to repress the public.
Utopian – A vision of a society that is unique in its own way (extraordinary). It is so classic that it seems unlikely to exist in real life. Frédéric Sorrieu, a French artist had a Utopian vision.
Plebiscite – It is a direct vote in which people are asked whether to accept or to reject something that has been put up by an organisation, a proposal.
For eg: A change is to be made in the constitution. People who would be benefitted by the change will accept the proposal whereas people who wouldn't be benefitted by the change, will reject it.
