In France, the Constitution of 1791 vested the power to make laws in the National Assembly which was indirectly elected. This Constitution began with the Declaration of Right of Man and Citizen. This declaration gave a list of citizen’s natural rights which were to be protected by the state.
Some of these demands were :
Men are born and remain free and equal in rights.
Every political association should preserve liberty, property, security and resistance to oppression.
The law has the right to forbid actions that are socially undesirable or harmful for the society.
The source of all sovereignty resides in the nation. No group or individual may exercise authority that does come from the common people.
Liberty consists of the power to do whatever is not harmful to other people in the society.
