Allan Octavian Hume who was a retired British ICS officer was the one who had founded the Indian National Congress in order to form a platform of political and civic dialogue for the educated Indians.

The British had formed this party so that they could make the educated Indians believe in the british rule.

However, it was mainly due to the support from the British and culture and anglo-indians that led congress flourish even in the british hegemony.
