CH4 and CCL4 have 0 dipole moment and hence are NON POLAR.

In CH4 cancelation of 4 identical poles result in ZERO Net dipole moment.

IN CCL4 due to 4 similar C-Cl bond there occurs a cancelation and hence Net dipole moment is ZERO.

In CH3Cl the C-Cl bond polar . Hence it has a not dipole moment and is POLAR.

Similarly for CH2Cl2 due to the polarity of C-Cl bond due to difference in their electronegativities it is POLAR.
