Indian constitution provides equality and equal opportunities to every person (citizen or non citizen) in the country. Our country follows the principle of 'rule of law ' which means that every body has to abide by the rules and regulations, even the government . Everyone is equal in the eyes of law . But equality can only be practised between equals . The policies of the government like special reservations for women,poor, handicapped cannot be questioned as they are a means to help the outcast and down-trodden.
Hence the medical facilities at lower costs for the poor is a duty of the state and does not affect the equality principle.
