Power between Central and state are divided on basis of subject present in 7th schedule of Indian Constitution :-
1. Central list :- power to amend , form any law rest with Parliament
2. State list :- matter present in this list are governed by state legislature . However Parliament can enact law to state list only on the request of state .
3. Concurrent list - Parliament (cental govt.) and state legislature both has power deal with matters in this .
In case of any deadlock former prevails .
