But he has no knowledge that it could lead to an accident. He is poor and illiterate, nothing more should not be expected of him.

He has stolen the screws just to avoid poverty. So instead of punishing him, the authorities should have taken responsibility to teach the whole village about such accidents and provide them financial support so that farmers like Denis do not go stealing again.
