Answer:

In "The Malefactor" by Anton Chekov, the poor peasant, Denis Grigoryev is severely punished and put in jail for a crime he never has the knowledge of.

Instead of putting him behind the bars, the magistrate should have thought the whole incident thoroughly. Yes, Denis has committed a huge crime by unscrewing the nuts from the train. But he has no knowledge that it could lead to an accident. He is poor and illiterate, nothing more should not be expected of him.

He has stolen the screws just to avoid poverty. So instead of punishing him, the authorities should have taken responsibility to teach the whole village about such accidents and provide them financial support so that farmers like Denis do not go stealing again.
