Mauryan rulers followed a centralized administration structure, whereas Gupta rulers followed a decentralized administrative structure. Tax system during the Mauryan dynasty was stringent; whereas Gupta rulers favored more liberal tax system. The government was organized differently. The Royal governors made decisions for the provinces--instead of the King. The town leaders made decisions for the towns--instead of the King.
