The role of CM are …

The Chief Minister holds a key position in the administration of the State and his position is similar to the position of the Prime Minister at the Centre. He is the effective head of the State Government. It is upon his recommendation that ministers are appointed. He allocates portfolios to the ministers.

If a Chief Minister is unhappy with a minister, he can ask the minister to resign or he can drop him from the Council by reshuffling it. He can even ask the Governor to dismiss a minister in extreme cases. As the presiding officer of the Council of Ministers be greatly influences, its deliberations and decisions. He ensures that Council's working as a team.

It is the responsibility of the Chief Minister to communicate to the Governor the decisions of the Council of Ministers and make available to the Governor such information about the administration of the State or legislative proposals which the Governor may seek. In the Legislature, too, the Chief Minister plays an important role. He determines when the sessions are to be summoned or prorogued even though formal action in this regard is taken by the Governor. He makes important policy announcements on the floor of the legislature and defends government policy in the House.

Inspite of the pivotal role he plays, the Chief Minister's position depends on certain factors, such as his personality, the importance he has in his own party and the relations of his party with the Centre. He is the kingpin in the State Administration. He looks into the fairs of the State and also builds a good rapport with the Centre.

The Chief Minister is a person elected by the majority of legislators to be the leader of the legislative group which enjoys the numerical majority. It could be a single party or a combination of different parties which is called coalition.
The CM after duely taking Oath of office and secrecy, appoints Ministers for various departments. Each Minister will do the work assigned to him and report to the CM. In case of a cabinet which has Ministers of state, that is, a junior to the cabinet Minister, such Ministers of state will report to the cabinet Minister and can not directly approach the CM.
The CM will over see the performance of his cabinet Ministers and fine tune the administration. 
Normally the CM will hold Home Department and PWD or Finance. 
The peace and tranquility of a state has to be maintained by police , due to the importance of the responsibilities of that department, CMs invariably retain that department.
Public Works Department plays a key role in the infrastructure development of the state. Hence CM s wish to have a direct access to the department.
The first session of the Assembly every year starts with the H.E.Governor's speech. It is nothing but a list of achievements of the Govt and future projects. The H.E. Governor articulates govt'policies. 
That will be the budget session. After passing motion of thanks to the Governor for his speech, the budget session starts. Each department is allotted certain number of days when they ( the department) put up their demands. 
This is the time when opposition parties pull up the non or lesser performing departments. The lapses has to be explained by the cabinet Minister. In extreme cases the CM himself will reply to the queries of the opposition.
The Prime duty of the CM is to maintain law and order, to ensure the industrial and agricultural development of the state. 
The CM should maintain a cordial relationship with Central Govt. This is very important as the Central Govt gives grants in aid and helps the state Govt during the times of National disasters and protects the state from any external threat.
