it's bcz , Mr Oliver saw a boy who was not having eyes , nose, mouth,even not eyebrows i.e without face ..

and same happens when he sees the Watchmen face .

and this is not possible in living beings..
that boy was a spirit who lives in the pine forest and attracts the people towards itself...

so this is a supernatural story ......
