reactance of inductor is directly propotinal to angular frequency
DC have 0 frequency so reactance is zero
AC have frequency so I crease in frequency reactance will increase

An inductor behaves like short circuit in D.C. circuits and open circuit in high frequency A.C. circuits.

Since the reactance of inductor in a circuit is directly proportional to the frequency. In a DC circuit, frequency is zero which implies zero reactance which further implies short circuit.
Similarly in high frequency AC circuits, the reactance is very large resulting into almost open circuit behaviour.
