I think that one significant circumstance that led to the emergence of English writing by Indians was the acquisition of the English language.  With the imposition of British life in India, British models of schooling were adopted.  Teaching English to Indian students became a common practice.  This enabled students with English proficiency to use the language to critique and comment on English control in India.  Through an almost postmodern form of criticism, the English language was used to criticize English control in India.  This enabled the emergence of English writing by Indians as a form of protest.

At the same time, once Colonialism ended in India, an entire generation of writers became impacted by English instruction and/ or the resonance of English language acquisition in India.  This helped to continue the writing of English by Indian writers.  In this way, another statement about the nature of colonial identity was revealed.  This element clearly argued that the cultural impact of colonialism is never over even when the controlling power has departed.  India was influenced by British colonial practices even after 1947.  This becomes another circumstance that helped to establish the emergence of English writing by Indians.
