Skilled human resources are people with the skills needed for a successful business or operation in whatever industry you are speaking about. So in the computer programming industries these would be people with programming skills. In the auto industry they’d be people who can design autos and the machinery to build them, etc. Many skills are normally required. Part of the HR departments function is to try to calculate realistically the numbers of people with each type of skills that will be needed as a business grows and changes… and then go figure out where to find these people, how to attract them, hire them and help leaders manage them effectively.
