heya mate here is the answer,..
it was launched on October 1993 to assist educated unemployed youth to set up self employment ventures. the scheme targeted for setting up of nearly 7 lakh Enterprises and consequent Employment generation. it was only implemented on the urban areas of the country but between 1994 to 95 it was implemented on both rural and urban areas. the scheme has been continuing in the 10th 5 year plan
