The ruler used to issue common acceptable coins or seals, weights and measurements. Rulers were expected to provide relief during natural calamity. During flood, earthquake, epidemics, the ruler provided grains and other eatables to the affected people. During foreign aggression, the rulers defended the city.

Functions performed by rulers in Harappan society were:

1. There are indications of complex decisions being taken and implemented in Harappan society. Hence one of the function of the ruler could be making decision and implementing it.

2. Another function of ruler could be maintaining production centre and devising strategies and locating settlements at the strategic locations.

3. The ruler looks like to be mobilising the work force, planning for the construction of the settlements and its structure.

4. Enhancement of trade and agriculture would also be rulers main function.

5. During the natural calamity such as flood, earthquake, epidemic etc. the ruler would have provided for the masses and during foreign attack would have protected the one upon whom he ruled.
