The fundamental thought behind the consumer security development is insurance of the privilege of consumers. It was President Kennedy who pronounced the consumers' rights without precedent for his message to the American Congress in March 1962. 

1. It is essentially a protest movement. 

2. It is a mass development as in masses are the general collection of consumers

3. It is, for the most part, a non-official movement. Public and willful consumers, associations start the development. 

4. Despite the fact that it isn't a legislature supported the movement, it is perceived and backed up by the Government.
