The Mughals followed a very string centralised government. The king had the final authority over each and every important matters. This included  military, politics, judiciary and administrative. The decision taken by him was considered final and could not be reversed by anyone.

The king was assisted by a number of ministers. He had the power to appoint,  promote and even dismiss the above officials or ministers. The important ministers were The Diwan, Mir bakshi, Qazi , Chief sadr and the vakil. They worked under the directive of the king.

The king held meeting in Diwan -i - Khas which included  all the ministers and officials.

Answer to the second part of the question.

The Mughal empire was divided into 15 subhas or provinces.

The subedar or the governor was given the charge for the province. They used to look after the civil as well as military affairs. The Diwan was given the responsibilities of keeping account relating to land revenue. They both kept eye on each other`s work.

The province was divided into sarkars or districts. Sarkars were again divided into parganas. Parganas constituted sevearal villages.

This province was called as a Subas and head of this provincial government was called as Subedar or governor who was directly connected to the Mughal Emperor. Each Subas were divided into different Sarkars. Districts were looked after by the Faujdars. Sub- districts called as Pargana and it had three officers called as Qanungo who kept all records of revenue, Chaudhri who was the incharge of revenue collection and Qazi. Each department had many clerks and accountants to look after their work.
