due to resonance the electron density increases more at Ortho and Para position that at Meta position hence electrophilic reaction occurs at ortho and para position The halogen atom has the tendancy to withdraw electrons due to which density on benzene decrease which we know as - I effect and the ring gets deactivated hence it occurs at slow rate we can explain it by Fidel craft acylation alkylation eg can be of chorobenzene when react with cholrine in presence of anhydrous fecl3 to form, 1 4 dicholrobenzene with, 1 2 dichorobenze among which 1 is major and another is minor product respectively
i hope it will help you
