Answer:

A prime minister of France occupied an important position in the French constitutional system. His position comes next only to the President of the Republic. He takes a leading part in the working of the French government. However, such a statement must be qualified by saying that his position under the Constitution of the fifth republic is not as strong as it used to be under the Constitution of the Fourth Republic.

He was then the sole head of the government ------- the all powerful real executive head. The president was then only a nominal and constitutional head of the state, always acting upon the advice of the prime minister and the cabinet. His office under the fourth Republic Constitution, was in every way comparable to the office of the British Prime Minister.
