The camps were set up by four Assamese separatist movement :- The ULFA , NDFD ,Bodo liberation tigers force (BLTF )and kamptapur liberation organization( KLO). The camps also harboured separatists belonging to the national socialist council of Nagaland ( NSCN ) and the all tripura tiger force ( ATTF ).
