Although strictly speaking all people are born with these rights, as men are equal, and as these rights are necessary for human survival, laws are needed to protct them.
Equality is a tricky concept nowadays.
IMO, it means that men is (or should be) free to live his or her life as he or she sees fit.
This is close to ‘equality of opportunity’, although even that cannot be be realistic in this world: if you are born with less intelligence, or a physical handicap, or in a poorer or politically less stable part of the world, your start in life will be more difficult, throught no fault of your own.
But more and more people think of equality in terms of equality of outcome, meaning that somebody (usually the government) should redistribute wealth in order to achieve this.
