Congress was dominated by Gandhi, Nehru, Maulana Abul Kalam Azad etc. While INA by Subhas Chandra Bose, Congress leaders believed in constitutional methods and non violence while bose coined the slogan, "Give me blood, i shall give you freedom" that means he was against the policies of Congress. INA formed in Singapore not in India certainly because Bose had not faith in congress. INA couldn't go long only because Congress didnt support it.
