country first line of defence for all internal problems is the Local police and the the last resort is the Army. Use of army is lethal and dangerous as it is armed services of the union. And it is not designed to be used against the citizens of one's own country.

Hence comes the concept of Paramilitary forces. They are sort of midway between police and Army. In India , there are many Paramilitary forces like Sashtra Seema Bal(SSB), Border Security Force (BSF), Assam Rifles, Indo-Tibetan Border force(ITBP), Central Reserve police force (CRPF) etc. These forces are vital for the safety and security as they are assigned a specific role which can't be left to Army or police. For example
1. SSB is tasked with protecting Indo-Nepal border
2.BSF is tasked with protecting Indo-Pak border except at LOC and protecting Indo-Bangladesh border
3. ITBP is tasked with protecting Indo-China border except at LAC
4. CRPF is deployed to counter the insurgency among the forest of central India.

Besides these, these forces are regularly deployed in disturbed places after the request of the state governments by the Central Government. These forces are CRUCIAL for holding free fair elections as many times local police is seemed to be influenced by the local politics.
in conclusion, Paramilitary forces are the SECOND line of OFFENCE against external aggression while they are also SECOND line of DEFENCE against any internal unrest
