The constitution of 1791 gave right  to vote to only the  richer member of the society. According to it only those people who pay taxes equal to three days wages of a labor were given the right to vote. Also women and men less than 21 cannot vote.  So , in order to give vote one has to come under the highest bracket of tax payer. It did gave right to vote but with many contradiction. that's why it is called  a document of contradictions.
