The Tiwari Committee was set up by the government in January 1980 to review the existing environmental legislation and recommend legislative measures and administrative machinery for environmental protection. The committee was headed by Mr. N.D. Tiwari, the then Deputy Chairman of the Planning Commission of India.
The recommendations of the committee were as follows:
- Comprehensive environmental code to cover all types of pollution and environmental degradation to be created.
- Establish environmental courts in all district headquarters.
- Creation of Department of Environment.
- Set up a Central Land Commission.
- Incentivise industries to make environment friendly products, and give income tax and sales tax benefits for adapting cleaner technology, etc.
- Assess environmental impact of the industry on establishment and periodically.
