I personally don't believe that group theory can be applied to political science. Here are my reasons:

Group theory would suggest that the collective, in general, elects representatives who make policy decisions that give an equal distribution of social outcomes in the long run. This just isn't true. Massive inequality is pervasive in every present-day democracy.

Interest groups also provide a difficulty for group theory to be a integral part of the decision making process. They, arguably, do not represent the collective; but rather, represent a tiny percent of the population.

Finally, group theory is difficult to see in political science because of the necessary specialization in any specific field to make decisions for the masses. (i.e. economic advisors or highway engineers)
