The answer is 'No'. The foremost thing we should consider is why does a person lie? There is always a reason behind every lie, which they think to be fair in their opinion. Either they don't want you to know about it or maybe hesitate to share and the reason may be insecurities, which is a human nature and thus is quite obvious.
Thus if a person is lying to you, then they should be given a chance to express their opinion.
But if the same person lies several times then it is not because they are biased, it just mean it has become their habit to hide the truth for their interest.
The conclusion is, if a person is telling a lie then it might be because then doesn't find it secure to reveal the truth.
