Unequal access to basic services can indeed be reason enough to commit crime in South Africa. While this does depend on the services that aren't being provided, we can safely say that not having enough services can lead to people

1) wanting to have more goods

2) being jealous of their friends or people they know and which leads them to commit crimes 3) not receiving basic services such as food and shelter or electricity can make people commit crimes and finally

4) being socially isolated leads to this as well.
