No, displacement can be zero.

For example: Our Earth moves round the earth.
Now, after a year, earth will be on the same place where it is now.
So, the shortest distance will be zero.

( But distance can never be zero)

Yes it is true because displacement is moving of something from its place or position
So it cannot be zero
