Yes it is true that displacement may be zero even when the distance is zero. The reverse is not true i.e if the distance is zero then displacement is also zero
Ex: if a ball is thrown vertically upwards from point A and the ball comes back to point A ,
the displacement will be zero but the distance will not be zero
