as \\ t =  \sqrt{x}  + 3 \\  \sqrt{x}  = t - 3 \\ x =  {t}^{2}  - 6t + 9 \\ so \\  \frac{dx}{dt}  = 2t - 6 + 0 \\ v = 2t - 6 \\  \\ so \: at \: v = 0 \\  \\ 0 = 2t - 6 \\ 2t = 6 \\ t = 3

So the time will be 3 second.
