t = √x+3

It can be written as

√x = t-3

x =(t-3)² = t²+9-6t

we know,

v = dx/dt = d(t²+9-6t)/dt = 2t-6

Given, v = 0

so, 2t-6 = 0

2t = 6

t = 3seconds,

So, the velocity of particle at t=3 is zero. then, displacement at t=3 is

x = t²+9-6t = 9+9-18 = 0m
