The reason is that the way a liquid conducts electricity is by the positively or negatively charged ions that are actually moving from one of the electrodes to the other, carrying charge (electricity) with them but since distilled water is motionless it does not conducts electricity.

To show that distilled water is bad conductor of electricity ,
Materials required: Copper wire , distilled water , bulb , Plastic cup or beaker , battery.
Procedure: Distilled water is a very pure form of water We can obtain it from school science lab or a car battery shop or a petrol pump. Take some distilled water in a plastic cup or beaker. Use the tester to test the conductivity of Distilled water.
Observation: We will observe that bulb doesn't glow.
Conclusion: This activity shows that distilled water is a bad conductor of electricity.
