electricity in a medium travels through free ions. in distilled water, all the positive ions and negative ions make up the water molecules, so there are no free ions to take electricity from different potentials.

on the other hand, water from a tube well contains many minerals, which contain free ions which make it conduct electricity.

distilled water is pure water it doesn't have ions H+ or OH- ions that can conduct electricity where as the water drawn from tube well have some impurities like ions which can conduct electricity
