Sampling is a method used to explain or represent a whole by use of samples while Census is an actual counting of one on one say for example a researcher want to take a count on a number of flies in a given ecology,if he or she chooses to use sampling, the he may end up taking some samples of each type of flies which will represent the whole .If he chooses to use census,he ends up counting the number of flies ecologically based in that ecology.
