Flattering is concerned to the false appreciation of someone's work or talent, when all that person knows about is the outer surface of the other person's personality. It is mainly out of his own selfishness or greed that someone flatters anyone.
When someone keeps complimenting you while not feeling a thing for you, that's when you spot a flatterer. Be careful!
Praising simply means to motivate a person do things which he was not capable of doing before. It is a genuine motivation and encouragement for someone to keep moving forward. It doesn't involve any selfish motives. It seeks the growth of the person being praised.
If someone who knows you from quite some time, comes and compliments you on how you've improved at things, you have been praised! Well done
