Absolute contraband are all those items of use and things which can directly be used in warfare as subject to need, and can be used for starting o continuing war and inflicting damages etc.
Conditional contraband are relatively harmless items which directly would not be used for battles and defense, but would add to the resources and supplies of the army or military when they need to thrive through the difficult times.
