  • The Council of Ministers is a constitutional body but the cabinet is not. In Article 74 of the constitution, it has clearly been said that there will be a Council of Ministers under the leadership of the Prime Minister to assist and advise the President for performing his functions. But nothing has been said in the constitution about the establishment of the cabinet for administrative convenience and feasibility.

  • Council of Ministers is a big body while the cabinet is a small body. It consists of all the four types of ministers, i.e., (a) Cabinet Minister (b) Ministers of State (c) Deputy Minister and (d) Ministers of Independent Charges. Their number is near about 60. But the cabinet is only a part of the Council of Ministers and it consist of a small group of about 20 ministers who are the most senior, experienced, influential and popular leaders of the ruling party.

  • The cabinet has more importance in comparison to the Council of Ministers. The Cabinet Minister takes all important decisions about the formulation of government policies. Whatever decisions are taken by the cabinet, all members of the council of ministers are to carry out those decisions. Thus, it is clear that the cabinet has more importance than the Council of Ministers.
