  • hot acidic KMnO4 is pretty strong oxidizing agent, cold basic KMnO4 is weaker oxidizing agent. Higher concentration means stronger oxidizing agent. It realy depends on what you want to do, but I suppose hot acidic KMnO4 can oxidize and decompose pretty much anything
