there is a big difference between  thec ethanoic and phenol. these two composed has different  functional group attached in them.                               one is phenol is carboxilic acid  means organic acid.                                          they also differ in their chemical and physical properties .                              in carboxilic acid  the carbon atom in which -cooh group is attached in  sp3 hybridized  while in phenol -oh group is attachedto the   sp2 hybridized  carbon.  there for carbon atom attach  to oh group  in phenol has more electronegativity character than attach  the carbon atttached to-cooh group in carboxilic acid . that's why  there is a difficult  in breaking  the c-oh  bond in phenol  hence they have higher boiling point .  phenol is more stable due to one more reason  phenol show congugation  effect to which  resonate  hybrid  are form in which  make the stable  configuration. hope this information help you
