i.) Explicit negation in English refers to asserted negation.
Implicit negation refers to non-asserted negation (in English obviously).
ii.) Explicit negation corresponds to sentence meaning.
For example- Zoella says, "I can't come to the party because I have some work to do."
The explicit meaning here is that Zoella has work to do.
Implicit negation corresponds to speaker meaning or what the person is trying to convey.
For example- In the above sentence, the implicit meaning is that Zoella can't come to the party.
