First of all the question is wrong. Because for those who live outside India all banks of India are foreign bank. The correct form of your question should be what is the difference between a DOMESTIC BANK and a FOREIGN BANK?

Domestic banks are those banks whose headquarters are present with in the area of the country of origin. Ex: Bank of Baroda , State Bank of India, Indian overseas bank etc. are domestic banks of INDIA.

Foreign banks are those which are not domestic that means Bank of Baroda is a foreign bank for USA . Because headquarters of BANK OF BARODA IS GUJARAT. But it’s branches are present in USA.

Like this HSBC, CITI, FEDERAL BANK ETC are foreign banks for India.
