Hello
Individual resources
are the resources which are owned by any individual. ex- Cars, Apartment, etc.
They are not shared by anyone, Hence single person owns it
Community resources
are the resources which are owned by an community. ex- Parks, Wells, Malls, etc.
These resources are not owned by any individual hence anyone can use this resource without the permission
Hope this helps you :)

Individual resources are legally owned by a single person or a group of persons.
For eg. A piece of land
No one can use Individual resources without the owner's permission.
WHEREAS
Community resources are owned by everyone living in an area.
For eg, Public Library
Anyone can use the Community resources without owner's permission.
IN COMMON TERMS, ONE IS PERSONAL PROPERTY AND OTHER IS PUBLIC PROPERTY
