MSP is the price announced by government before the harvest of any crop.The main motive is to drive and promote certain crops.In order to get high price farmers will sow and harvest that crops.
Procurement price is the price at which crops are actually obtained.It should also be noted that procurement price is always higher than MSP .It is generally done to have food security by creating buffer stock etc.
Example: MSP of wheat is 13 Rs per Kg then procurement price of wheat should be higher than it.

Minimum support price is the price at which government purchases crops from the farmers and not at the market price. The MSP helps to support the farmers and thus ensures that they produce the required food grains in the country.
ISSUE PRICE :
The price at which the procured and the buffer stock food grains are sold through the PDS is called as " issue price". The issue price is higher than the MSP but lower than the market price of that grain.
