When a dielectric is kept in a electric field the individual constituents of the dielectric develop a dipole moment…due to this there is a field produced opposite to the applied electric field and their is induced polarity in the dielectric because of that the dielectric can be assumed to be polar.. but if their is no induction in the dielectric the polarity is not induced so the dielectric is not classified as polar.
