Federalism means that the country is composed of a number of federated states that have passed some, but not, all of their powers to a central federal government. These will usually include at a minimum defence and foreign relations. After that, what is centrally (ie federally) managed and what the states keep for themselves will vary from country to country. However, there is no implication for how the individual states govern themselves. For example, the United Arab Emirates could, impolitely, have been called a federation of dictatorships.

Democracy means the idea that power comes up from the people rather than down from the government. The people who run the country should be selected by the free choice (secret ballot, free and open campaigning) of all the responsible (who defines this?) members of the population. There are many different implementations of democracy, some with intermediate layers of representative, but the core implication of democracy is that the government must always be the people’s choice
