Distinguish between political executive and permanent executives ? Who is more important ? Why ?

Political Executive:
I) they are the ministers
ii. they have a tenure of 5 years
iii.they are directly responsible to the people.
IV.they are elected from the electoral as per the mandate of the people.
Permanent Executive
I. the are the civil servants
ii.they work till their retiring age.
iii.they aren't directly responsible to the people but to the ministers.
iv.they are selected on the basis of their merit.

I think that political Executive or ministers are more important because they are responsible for all government activities even ifQ the person
at the key position of a department keeps on changing
