Accumulation of descending air on the ground in this regions (30°N and 30°S latitudes) causes a high pressure.

Polar High pressure

The rotation of the earth causes are strong centripetal tendency in these regions( around the poles up to about 80° of latitude in both hemispheres) resulting in sinking of cold air and low temperature existing hear all the year around leading to high pressure in polar areas.
